The primary aim is to enhance health protection and awareness related to tobacco products. TPD covers all aspects of tobacco production and retail, including manufacture, sale locations, display methods, packaging, and sales processes.

TPD applies to all tobacco products, including rolling tobacco, cigarettes, cigars, vaping devices, and e-liquids. The regulations mandate ingredient testing and proper labeling on packaging. TPD also governs the use locations and taxation of tobacco products.

TPD and Vaping Products

Vaping products fall under TPD regulations because nicotine in e-liquids is often derived from tobacco plants, despite the absence of actual tobacco leaf. Synthetic nicotine products also fall under TPD due to their nicotine content.

Implementation Timeline

The TPD was established in May 2014 and became law on May 20, 2016. By this date, retailers were required to sell off any non-compliant stock. Consequently, some brands were discontinued, and e-liquid sales methods were revised.

Key Regulations Affecting Vaping

The TPD imposes several regulations, primarily affecting e-cigarette capacity and e-liquid sales:

  • E-cigarette tanks, including pod systems and disposables, are limited to 2ml of e-liquid.
  • E-liquids containing nicotine are restricted to a maximum bottle size of 10ml.
  • The maximum nicotine strength for e-liquids is 20mg/ml, compared to up to 50mg/ml in the United States.
  • Nicotine-containing e-liquids must be packaged in child-resistant bottles.
  • Products cannot contain caffeine or taurine.
  • Packaging must clearly indicate the presence of nicotine and its addictive nature.
  • All e-cigarettes and e-liquids must be approved by the MHRA before sale.

  • E-liquids containing nicotine are sold in 10ml bottles. For larger quantities, we offer short fills, which are larger bottles of e-liquid mixed with a concentrated 10ml bottle of nicotine to achieve a low-dose nicotine strength.
  • All e-liquids are submitted to and approved by the MHRA, ensuring full TPD compliance.
  • Our products do not contain taurine, caffeine, or diacetyl (an ingredient linked to health concerns like popcorn lung). All ingredients are listed on the packaging, which includes a nicotine warning.
